A Strategic Roadmap for the heart of Waco's downtown has been adopted by Waco City Council to guide development plans for over 100 acres.  This project will take shape in phases over the next  12 to 20 years, allowing a flexible approach, including many opportunities for input, that stays true to Waco's fundamental vision:

Downtown Waco is the City’s gravitational center with the Brazos River at its heart.
It reveals and celebrates Waco’s distinct identity to create an abundant future for generations to come.

About the Roadmap

  • An overall 100-acre master development.
  • Organized into vibrant sub-districts.
    • Districts are named for Waco's rich history including Barron's Branch, Waco Square, Mary Ave, Riverfront, and Ballpark.
  • Implementing street, utility, and infrastructure improvements residents called for in the 2023 Downtown Implementation Plan.
  • Including walkable parks/civic spaces, amenities, and services.
    • Services within are to be highly inclusive and further enhance Waco's unique and enviable quality of life.

Larger Amenities Planned

  • A riverfront convention center and performing arts complex.
  • Consolidated administrative and public service campus for Waco ISD and City of Waco.
  • A multi-use sports-entertainment venue
  • Signature parks, trails, and plazas in each district

The Strategic Roadmap sets forth a series of four phases of development, each with a year-long community engagement and design process facilitated through public townhalls, stakeholder meetings, and online outreach.  Council will soon consider advancing the project into Phase 1a to initiate this process.
