About Us

The Waco Metropolitan Planning Organization (MPO) coordinates transportation planning activities for all of McLennan County.

MPOs were established by the federal government to ensure that transportation decisions within the MPO area are performed in a continuing, comprehensive, and cooperative process, and guided by local and public input. MPOs develop long-range transportation plans and program funds for projects and operations. The plans serve as the roadmap for future projects and programs. MPOs also conduct short-range planning and identify projects and funding sources.

Meetings

The Waco MPO planning process is guided by the MPO Policy Board and the Technical Advisory Committee. Policy Board and Technical Advisory Committee meetings are open to the public.

Meeting agendas are posted at least three days prior to the event. For more information concerning a specific agenda item, call (254) 750-5650.

The call for proposals for the Waco MPO 2050 Metropolitan Transportation Plan (MTP) are now closed. Additional information regarding the development of the 2050 MTP and the current 2045 MTP can be found on the Planning and Programs page.

 

Carbon Reduction Program

The Carbon Reduction Program (CRP) was established by the 2021 Bipartisan Infrastructure Bill with the goal of reducing transportation emissions nationwide. Over the course of five years, approximately $6.4 billion will be apportioned to the program, with approximately $549,084/year of that total amount expected to be allocated within the Waco MPO planning area annually over five years (2022-2026).

The current CRP call for proposal has ended, the next anticipated call for proposals is scheduled for the year 2025.  Carbon Reduction Program Awards for the year 2024-2025(PDF, 137KB).

Upon announcement of selected proposals, proposals will then be sent to Federal Highway Administration & TxDOT for approval. Proposal sponsor will be notified regarding funding allocation and the appropriate next steps.
